Manufacturing in Hong Kong is two things. The first is the long-standing model: Hong Kong-headquartered companies — in electronics, toys, garments, watches, plastics, packaging — whose factories are in Dongguan, Shenzhen and Huizhou, run from head offices in Kowloon and the New Territories with design, sourcing, quality and finance in Hong Kong. The second is new: the re-industrialisation programme, the Advanced Manufacturing Centre and Microelectronics Centre at Tseung Kwan O, the Data Technology Hub, food and pharmaceutical production under Hong Kong regulation, and precision industries spun out of InnoHK and the universities. The Federation and the Chinese Manufacturers' Association represent both.
